Amazingly enough the car was not misfiring but this is still a problem. This is gas as it has a strong gas smell and when i put a papertowel over the spark plug hole the towel is saturated with fuel not water.

Based on your pic/diagrams, the water is not in the cylinder. Squirt engine oil into the cylinders through the spark plug holes and crank the engine over again.
