(if a key is not recognised the light flashes fast.) the root of the problem was one of two multi plugs in the engine bay next to the battery (see pics) im not sure which was the cause but both looked corroded so i cut the plugs out, soldered and heat shrinked the wires together and the car starts fine now.

I have read,it could be a bent sensor underneath the accelerator pedal?i had a look under there & there is a little box,so i dont see how the sensor could be bent if its in the box? The way most renault clio mk4 cars work from the factory are configured that the led daylight running lights (or drl) that are in the front grille (or where the fog lights are usually placed on some clio models) stay lit on the car in the daytime as long as the engine running.
